About CCDA

The Columbia County Development Agency (“CCDA”) was formed in 2001 as the County’s urban renewal agency established under ORS Chapter 457. Columbia County is a semi-rural jurisdiction located approximately 30 miles northwest of Portland, Oregon. The County, according to the most recent U.S. Census, has a population just over 50,000. The County seat is St. Helens. 

Also in 2001, the CCDA adopted its sole urban renewal plan, the Port Westward Urban Renewal Plan (“Plan”). The Plan approves an urban renewal area primarily consisting of the Port Westward Industrial Park, located outside of the City of Clatskanie in Columbia County. Port Westward is a deep water port on the Columbia River and is well suited for industrial maritime development. The CCDA oversees several development agreements with its municipal partners related to the Port Westward Urban Renewal Plan. The district was terminated in June 2023.
